It would probably be inaccurate to say Apple released Tahoe when it was only 65% finished. To say 85% finished would nail it. Worst macOS initial release I can remember. It is like they forgot the first rule of OS releases; ship it when it's ready. The last couple of years have proven Apple has lost its long time guiding principle, "underpromise and overdeliver". Feels like when Google quietly changed their founding company motto, "don't be evil".
