What happens when it doesn't. Is their a provision to end the program if it doesnt make certain targeted goals? No? Of course not! That would be data driven legislation.

That's also a pathetically low number given the size of the population. In the US alone, over 3 million people die every year. That means even by their most wildly optimistic, straight-from-the-ass estimates, it will only reduce deaths by 0.3%. Does that sound worth it to you to give up your freedom?
