The doc also explains that the plugin host has the same permissions as vscode, which has the same permissions as the user who's running vscode who windows told me had to be an admin on the computer and also signed into microsfot cloud-thingy...
and I just gotta ask ... "howcome?"
like, what business does an editor plugin have writing shit outside the project dir or sending signals 'n' shit to programs I'm running by default?
idk Maybe I just didn't see the checkbox for "ask me every time" because the checkboxes are actually just a .json config

No worries though, it's chill, they malware scan the extensions when they're uploaded to the store, so it's all good
