This is the most rational take by far. If the person you're working with is reasonable, this is my go-to.
Worth noting you need an ounce of charisma to make it work.

If they aren't reasonable though....yeah sometimes the only thing left to do is move. Op says they also talked to the property owner and they aren't getting anywhere.
