I think I've only ever heard this stated as descriptive fact without an explanation why it occurs. It certainly doesn't only happen in New Zealand. Are non-conservative voters really consistently so much more apathetic about the process that they must reluctantly drag themselves to register at the last second? This appears to be one of the several reasons why conservatives always have an outsized political presence relative to their actual numbers: they're DRIVEN and tribal and Machiavellian.
