Let's afix blame on The People, who choose to limit their engagement to voting and perhaps protesting now and then. The apparent lesson from Taylor Branch's histories of the Civil Rights Movement is that lasting change was made not through the famous marches, but rather through church groups that quietly stayed on the case, week after week, year after year.
