We just say what we expect to observe. You always have _some_ idea, otherwise you wouldn't engage in an exercise (at least not with public funds hopefully 😬), and the prereg is just describing what you know/plan/expect in advance.
This may not be common in some area's, but it's possible everywhere, including e.g. law I think.
