The passed amendment 5 is *very* important. It notes that detection needs to be targeted to users which are suspected or linked to abuse.

@maxim amendment 6 is also very huge as it explicitly excludes end to end encrypted communications from the derogation. very big win for privacy :blobcatheart: "not applied to interpersonal communications to which end-to-end encryption is, has been or will be applied" (https://www.europarl.europa.eu/doceo/document/A-10-2026-0040-AM-004-006_EN.pdf) edit: amendment 1, which seems to be the one that was actually adopted, says the same thing
