No. The Internet is IP which is simply a packet switching network.
It is easier in some ways, and harder in others to inspect those packets for surveillance than it is/was for snail mail, but I think you are exaggerating.

@hipsterelectron @hazelnot I use hard encryption for communication with my (very non-tech savy) friends, using IP. Surveillance is very hard in that case. I am talking about Signal. It is not perfect but it does show that surveillance can be avoided
