Follow up, last night I wanted to do 3 night landings and for various reasons that did not work out. However it is clear they are not back 100% yet, they had 1 person running Clearance, Ground, Tower, and Approach. Early in the day it was 2 (normally 3) so thinking they are doing Approach from the tower for now, not sure.
