Generally the "network" is just in one small part of town along 3 roads, without concept of going from or to anywhere, not on the main roads of the quarter, but still with a good amount of through traffic from cars. Generally a huge "we needed to spend the budget and on those blocks there was sufficient space for a bike lane" vibe 3/3
