@ross from what I remember, yep. There's just such a small window in the day where the sun is actually well positioned in the sky, and not covered by cloud. There's a sort of ambient trickle too though, and the more efficient the panel is, the more it detects that trickle and converts it, so again the bigger the panel, the more time you get where there's enough trickle to keep the MPPT happy and send some charge through, where a smaller panel just doesn't generate enough without direct sun.
