final update on this
i wiped my iPad and downgraded it to 26.3 and restored my apps/etc from a backup
settings is still prompting me to verify my age for some reason, but it's no longer locking me out of things for having not verified

@luna How worried are you about those new security vulnerabilities like darksword? (I‘m in a similar situation, don‘t want to upgrade to 26.4 because I greatly prefer 18. But I‘m really unsure whether the risk is worth it, so I‘d be curious about your thoughts.)
