It would be easier if parents could just log into the SIM cards or the devices of their children and censor what they can do or whom they can contact or be contacted with. this censorship should be done by the parents at the ISP level, not at the state level. by default censor every connection at the ISP or carrier level. Have the clients manually unlock what services their devices or their children's devices can access
