@sitharus @xssfox If the article was written better, it would be more apparent that the real problem is a lack of a stream for donating partially used panels to people and organizations in need. But given Australian media's staunch support of coal, oil, and gas, it's likely they aren't permitted to write any stories about solar without somehow painting them in a negative light.
