It was a long time ago, in the 1990s or so IIRC. I'm having difficulties finding sources as well. I found one article that reports on the underlying legislative restrictions but fails to spell out what happened in practise. https://gilc.org/crypto/crypto-results.html#France @maxlath @watchfulcitizen
