Generally speaking: Links tend to come with some sort of description\introduction.Hashtags are used at the end of the post and\or used inside the description of the link.Hashtags not used in the description would therefore move the interest in the link only if the link was not correlated with a sufficient description. This is most common of bot-generated link-posts, which in turn also have a tendency to lack apt hashtags in first place. In practice, a hashtag would influence my interest in a link only if I found that link by following the hashtag in first place.
