@dom @ieeevis Final version earlier is less an ask than initial submission for sure. And I can imagine a submitter doing the bare minimum to get it accessible, so the issue can be on either side.
In an ideal world, our tools (be it Word, LaTeX, etc) would do it right.

@dr_tj @ieeevis Word is better but ideally we use tools that primarily generate HTML and not PDF.
