@static Yep, agreed. For a lot (not all) destination charging the infrastructure exists -- otherwise we wouldn't have power -- but it's how you make it accessible and fairly usable that's a little tougher. UK went down an interesting route with this; any fast charger (not destination) must by law allow for tap-and-go payments. This does work, though the trap there is that many charge more (money) if you use a tap-and-go solution.

@alexkidman Ayup. If some council here would bite the bullet and put in 3 or 4 in most short-term council carparks, they could set a trend. The UK law is a step in the right direction, but doesn't go far enough: should be any publicly available charger, fast or not. And a watchdog should watch the difference in pricing though. Imagine if petrol stations started heavily advertising "make an account and get 5c/l off!" - the fallout would be considerable.
