My landlord has those already. They're attached to the fence and there's no wire attached to it. I feel like most criminals are aware of these and aren't fooled.

Well you need to attach a wire to it. Most criminals are dumb, if they're smart enough to care about cameras they'll be deterred by a fake one too. And of course a lot of cameras don't even have wires.
