@nyovaya I want to say "she's from Kansai!" but that probably won't actually answer your question (she's a racer from the uma musume game nicknamed the white lightning and her usual outfit is a sporty jacket and pants matching her ear decoration? and the outfit she's wearing in the screenshot is the special 1st anniversary fancy outfit all the racers get in the game to celebrate, they can really only wear it during song performances)
