A quick read of the document gives that the only legalisticly compulsory item out of 16 action points is to decide that the commemoration should be included in the agenda, all others are in the form of "let's create a voluntary work group" or "agree that this has had a lasting effect on Africans and Black people and it would be good to amend it somehow".
No demands for cash, only requests for dialogue about maybe to stop standing on our throats.

But, as always, genocide deniers won't say their grandpappys did anything wrong when they raped, looted and murdered, until they have no option left.
