@QCCEChris most bike lanes in North America become car parking lanes - because paint is not infrastructure! Also, they rarely route very far and end after a few blocks. They certainly don't connect the rider to their full destination.
If they're going to have to re-enter the car lanes anyway, and often, I can understand the impetus to just stay there and not have to negotiate frequent re-entries.
