Sounds like you need to fire these incompetent people rather than maximizing cruelty, unless maximizing cruelty was your objective.

They could have just required that books, etc must be shipped directly from whatever vendor they are purchased from, not like Amazon is going to assist in smuggling…

Can't have them reading up on laws and rights when put in prison. The innocent might get out.
