Replace that 9mm with a 50cal Desert Eagle. That should make short work of any bullet proof vest they might be wearing.

Bigger isn't better when it comes to body armor. 50AE will be stopped by most all body armor. But something small and fast like a 5.7x28 will slip through everything but rifle rated plates. Edit: Obligatory
