Apparently this was VoiceAccess, and could be turned off in I believe it was the notification shade. Turning that off fixed the problem.

@stevo399@dragonscave.space I will be honest hear. I have tried pixel, and i didn't really enjoy the experience much. Stock Android and me just don't get along well.

@stevo399@dragonscave.space Sounds like Voice Access to me. https://play.google.com/store/apps/details?id=com.google.android.apps.accessibility.voiceaccess&hl=en-US. I've never used it, but you should probably be able to tell it "stop listening" or "stop voice access". This is voice controlled technology, so if that doesn't work, settings, accessibility, voice access, off.
