@galaxydinodragon my experience 9 years ago with 2VCPU/1GB says yes, even with synapse. The important detail to realise is that complexity scales with the rooms any of your users use instead of how many users you host per se. If you're planning to participate in federated communities that have rooms with a few dozen or hundreds of members, you might need a bit more. For scaling synapse: make sure your DB is reasonably fast.
