The reality is that school used to be part of the military compound it is embedded in.
It is a war crime to locate a military facility near civilians.

“Sorry dead kids! Your government put your school in a former military compound so we’re going to turn you all to ash. Not our fault we didn’t put the school there!” We’re not talking one or 2 accidental casualties here. This is 123 children. That’s 123 families impacted if not more. How many of the people in those 123 families are going to turn into aggressors now? This is a collosal fuck up and simply brushing it away by saying it was part of a former military compound is just unacceptable. Sorry you bought that line of pure unfiltered bullshit but I expect more out of my government. Especially one that claims to be the most advanced and powerful in the world.
