I can't fathom what is so "unexpected" about the rise of solar. Rooftop solar take up by Australians ad their own expense was globally high and state generators have not reacted quickly enough to the changing role of the poles and wires. Politicians have been abysmally slow in adjusting policy settings to encourage all of this and yet we have South Australia at almost 100% renewables for electricity generation with energy prices plummeting.
