"I do not want this person in my life" means cutting someone out of your life entirely.
If you merely mute someone, you still give them the opportunity to interact with your posts - and while you might not see these posts directly, your followers will, and you will see their replies. This is a very popular tactic among harassers, and a major reason why muting someone is not enough.
I see _absolutely_ no ethical problem with the block function. This includes blocking entire instances. You and your admin might have different definitions of what is or what is not appropriate in online interactions - and in fact, expecting users and admins to be 100% aligned on this is unrealistic.
So in my view, it's totally fine if admins focus on the most grievous offenders among instances, and then individual users can go further to protect themselves and their peace of mind. If this means blocking entire instances, then so be it. _They_ are the experts on what they need or do not need in their own lives, and I am not going to tell them that they are doing social media wrong.
