As far as I know wiki foundation and osm met several times to talk about id mapping
The reason was that OSM ids are non-permanent.
Let's take the small villages as an example.
Not every small village has a sitelink but osm wants a permanent id for it.
But later, in case users want to write an article, they get the osm knowledge and vice-versa cause the osm permanent-id-project adds it to wd. Would these edits the be rejected?

@sl007 Regarding villages, as long as they can be reliably sourced that they actually exist, I am pretty sure there is a strong consensus that they are notable for Wikidata. But you say "write an article" which implies you are talking about Wikipedia. We never talked about notability of any of the other Wikimedia projects in this episode. @nightrose
