1. If they can use it to invoke martial law, and then restructure things as they wish - absolutely. Few things are as profitable as war for those who can afford to sit back and watch, anyway. 2. He doesn't need to - they're already there, and committed. Never mind HF is obviously intent upon leaving little left of the structure that allowed the US to even *vaguely* claim itself to be a democracy, so people liking Vance at that point is irrelevant.
