How many times exactly has that happened in history? Revolutions are famously not peaceful. Not that they shouldn’t happen, they absolutely should, but the people in power don’t just go “oh shucks, guess I’ll give it all up!”

Almost once a year in France, global strikes that forces the government to roll back any time it tries to do something slightly too conservative. Its called balance between power of the state and power of the peoples. In the US, peoples are just dumb sheeps.
