FFS. "Adjustment factors" is another way of saying "we reserve the right to be capricious and arbitrary as long as it increases our profit margins." This could have been a good policy until some idiot put in the weasel clause. Don't just renationalise the generating assets. Regulate the living daylights out of the lines companies.
