FFS. "Adjustment factors" is another way of saying "we reserve the right to be capricious and arbitrary as long as it increases our profit margins." This could have been a good policy until some idiot put in the weasel clause.
Don't just renationalise the generating assets. Regulate the living daylights out of the lines companies. If you're running an effective monopoly providing an essential service, you should expect some hard rules on how much rent you can extract.
