So, people )well, a few people) got fed up with jaw-jaw, and it's back to war-war instead. Should heads of state who fail to avoid war be shot by their armed forces at the end of the war, either way? No, that would be an ineffective policy - wars would be conducted to an endless stalemate. See, e.g. Israel vs Middle East.
