Bürger has the same root as bourgeois, and Wiktionary lists "bourgeois" as a definition of the German word (besides "citizen"). The portmanteau in English is presumably not derived in the same way. It's a reference to the favorite American treat found at cultural landmarks such as McDonalds. Only tangentially related to the German thru Hamburg -> Hamburger sandwich -> Cheeseburger It's likely closer to normal+burgerreicher or normal+burgerlander.
