I don't buy they want Voyager to avoided populated world. I thing they want Voyager to be seen by every populated world as a mean of intimidation.

#StarTrek #StarTrekVoyager She clearly having a dissociative episode, since she viewed the crew's security guy as borgs and didn't even attack them when them trying to stun her. So I'm beginning to suspect that the Borg side isn't actually fighting. It's a trauma response. I don't actually know enough about PTSD to know if this checks out or not, but narratively this is what it evoke.
