@rq Yes, we provide free, as in both meanings, hosting for projects with libre/open-source licenses. We rely on FSFE/OSI with the license requirements. As mentioned at https://weblate.org/hosting/#libre, the plan limits are enough for reasonably large projects. Projects bigger than 160k can ask. Everything starts at https://hosted.weblate.org/hosting/ and all requirements are clearly stated there.
