NZ/Australia have something like this. NZ you get interest free student loans for high education, but if you leave to go work in Australia you have to start paying interest.

You pay the cost back to the government once you start earning over a certain income threshold. It is interest free but its also indexed against inflation or whatever so that the "true value" of the is maintained.
