The headline is an attempt at translating ‘It’s the economy, stupid’ into a Southern German dialect. ‘Seckel’ (or ‘Säckel’) means ‘little (ball) sack’ (= scrotum). German does not have many scrotum-related invectives, but ‘Sack[gesicht]’ (scrotum [face]) comes to mind. Both are fairly mild, as ‘Sack’ could also be read as ‘large bag’ (i.e., a flabby object). @stronglang
