@tim There are no rules like that here. If people don't want you to follow them, they can make it so you have to Request to Follow, and those people typically mention their follow/following preferences in their bio. And as a private person, you don't have to share, interact, or do anything that you don't want to. I say follow to your heart's content, and avoid following people who put up road blocks and whose preferences you don't fit. Make this place what you want.
