I hope the article is describing quite outdated events.
These days, most corporate "FAX" numbers are "answered" by computer systems that store the digital FAX data in a document repository (database) and email appropriate recipients a link to the data.
Also, these days, if one has a landline, it doesn't cost much more than $20 to buy a physical USB telephone modem that can send and receive "FAXes." I was doing that back in the early 1980s.
