So maybe it's both. The problem with using your radar is you make yourself a target. So you turn off your radar. Maybe the IR activates the radar at the right possible moment like the light turning on in the backyard. The light being the radar.

Because it feels like they are believing they have air superiority. No chaff, no evasive manuevers just a missile up the tailpipe. We probably don't have anything to detect it.

These are apparently all passive optical/IR tracking, possibly assisted by ground based camera systems. Two cameras with a known location gives an accurate slant range and speed.
