What a mess. I found an older CLDR bug: In the 1940s, London has been even at GMT+2 such that tzdb analyzes both GMT+1 and GMT+2 as daylight-saving time. Since CLDR in en-GB has a single daylight-saving time abbreviation for London, both GMT+1 and GMT+2 are formatted as “BST”.
